 WATER BASED LEISURE

WATER SPORTS & RECREATION AS TOURIST ATTRACTION

Presently in Sri Lanka the tourism industry is largely focused on culture, ancient cities, hill country, sun, and sea. Although Sri Lanka is an island the yachting industry is virtually nonexistent and only little attention has been given to the promotion of water based leisure activities. These activities will attract tourism resulting in a growth of employment, revenue, and income in these areas. Presently only the following activities are found in Sri Lanka:

  • Simple wave surfing along some parts of the coast.
  • Rafting and canoeing on inland streams as the Kelani river inKitulgala.
  • Dinghies on inland waters like Bolgoda lake.

Sea fit sailing boats and sailing yachts are hardly found in Sri Lanka yet they are widely established in many parts of the world. For example, Belgium, measuring only about 60km of coastline, has about 20,000 leisure boats moored and operated on it. This shows the potential to develop the leisure boating industry in Sri Lanka. Despite this obvious potential, the development of the industry cannot be achieved overnight due to the dearth of the necessary skills and basic infrastructure facilities at present.

BAF is acting as a catalyst and incubator to first introduce sea friendly industries such as sailing, boating and yachting to Sri Lanka. In this regard, BAF is and has conducted specially designed training courses aimed at the development of the water based leisure sector. By introducing this concept to the villagers BAF hopes to generate employment for the local youth by providing the seeds for the growth of water based leisure and water sports in Sri Lanka.

Towards the end, BAF will help the youth organize themselves into small scale corporative societies or partnerships to provide the 3 activities, namely leisure sailing, leisure boat building, repairs and sail manufacturing on a commercial basis, thus forming a value chain in leisure boating. Such leisure sailing companies could be set up to cover the area from Tangalle to Kalutara.

MIRISSA WATER SPORTS

The first spin-off of water sports and recreation is based in Mirissa harbor on the scenic Weligama bay under the name of Mirissa Water Sports (MWS), which began activities on December 17, 2005. MWS offers sport fishing, sailing, coastal cruises, snorkeling, canoeing, and river trips for visitors of Southern Sri Lanka where employment opportunities for young people are extremely limited.

  

  

The Mirissa Water Sports was formed through a partnership of 6 young Sri Lankans, which will expanded to 12 after the completion of a specific 4 month training program which includes: (apart from the general training program):

  • First aid & rescue.
  • Fire prevention fire fighting at sea.
  • Personal survival techniques.
  • Swimming lessons.
  • Sailing.
  • Customer care.

Ruhuna Sailing Association

On 17th March 2007, the Ruhuna Sailing Association was created with the objective to develop sailing sports at grass root level to young boys and girls aged between 10 and 16 years from tsunami affected areas. The idea is to develop in them a passion for this sport and make them aware of the marine treasures of the seas and shores around Sri Lanka and make them understand and actively participate in the conservation and the creative development of these ecological resources and transfer this care to their fathers who are mostly fishermen and have not heard about these concepts earlier. This initiative will eventually benefit the community as a whole. The Ruhana Sailing Association is a non-commercial structure through which the efforts of the BAF Foundation will be channelled. The target is to train 300 youths on the south coast within the next two years. We intend to develop the south coast of Sri Lanka as a centre of excellence for competitive sailing, match racing, etc. Ruhuna Sailing Association, under the guidance of BAF, will put the seeds of sailing sports in Sri Lanka.

  

 

MOORINGS & BOAT HANDLING

The Building a Future Foundation aims to develop the infrastructure for mooring and boat handling as the basis for the future yachting industry in Sri Lanka.

  

The first stage is bringing in the technology and ability to install fixed timber decked pontoons in the Mirissa harbour. For this phase BAF has joined a team of European experts in the training of 8 people (in construction, diving and underwater works), these young Sri Lankans have finished the training and are now specialized in this trade and will be regrouped under a new partnership named Mirissa Moorings. Ideally the skills and equipment of Mirissa Moorings will also be used in other harbors for the benefit of the fishermen and for setting up other marina corners. A barge capable of putting up the pontoons has been fully funded by Deutsche Bank and is currently in the process of being refurbished and reassembled by the electrical/mechanical engineering trainees. The pontoons will create about 40 moorings spaces in the harbor.

  



The Ministry of Fisheries and Aquatic Resources of Sri Lanka actively seek after the development of this type of leisure activity. The BAF Foundation is in negotiation to set up a pilot and pioneering project together with the Ministry and the Ceylon Fishery Harbour Corporation (CFHC). The intention of the Ministry of Fisheries and Aquatic Resources is to maximize the usage of the sea in order to generate income by encouraging commercially viable projects for tourism and fisheries related industries. With a non-commercial mission, the BAF Foundation will plant the seeds and instill the infrastructure for this type of economic activity through the training provided to the local youth on building basic infrastructure for the provision of moorings and boat handling. Through Mirissa Moorings, pontoons will be put up to create about 40 moorings spaces in the Mirissa harbour.

In collaboration with USAID a new technique of lifting and handling boats has been introduced to Sri Lanka by use of a travelift. German Technical Cooperation (GTZ) which implements the project on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and in partnership with the Sri Lankan Ministry of Regional Development has fully financed the purchase of a travelift, which has been reconditioned by the engineering trainees who were also trained in its maintenance and operation. This travelift will cater to 95% of the local fishing community and will be the attraction pole for local yachting development as well as for visiting yachts. This in turn will provide work for the sail making facility and for other skilled workers in the region. In support of this development the BAF Foundation in collaboration with the coast conservation and Ruhunu University, will set the environmental standards and a control system for harbour work and conservation of natural resources in the bay.

  

For the commercial exploration of this infrastructure and to provide further training a business foundation must be formed using the Mirissa Water Sports and Mirissa Moorings regrouped under a new entity: Mirissa Marina Operations or a local yacht club, but would continue to use the services of Mirissa Moorings. Several parties as the Yachting Association of Sri Lanka and Colombo Yacht Club have shown interest in taking up this role. It is expected that the combined operations will provide stable and direct employment for at least 30 young people and indirect employment to many more through increased harbor related activities such as bunkering, security, sail making and repair, boat and engine maintenance and repair facilities, tourist and visitors services and hotel accommodations.

We wish to highlight that the setting up of infrastructure and the training provided for this industry is done by a bottom up approach meaning that the first beneficiaries will be the target group of youth, the heart and spirit of BAF. This is in contrast with the classic business approach top down where an investor would make such investments with the sole purpose of deriving a profit from such operation. It is however clear that Mirissa Water Sports, Mirissa Moorings and Mirissa Marina Operations may need at some point in time to cooperate with such organisations such as marina operation, yachting clubs, hotels or real estate developers in order to achieve a sustainable success. It is hoped that this first of its kind infrastructure and skills in Sri Lanka will stimulate:

  • Others to come in and create other marinas.
  • Boat owners and charter fleet operators to consider Sri Lanka .
  • Boat builders to enter the field of yacht building.
  • New tourist attraction poles for Sri Lanka .
